Rand Paul afraid of Mexican moles?

U.S. Border PatrolPaul presents ideas about border fence, illegal aliens in a statement on his campaign homepage. The Republican candidate for U.S. Senate in Kentucky issued a statement, in which he describes his views on immigration.

His stance on the amnesty issue is pretty clear – he opposes amnesty for illegal immigrants, because it would encourage people to immigrate illegally. He nonetheless supports legal immigration.

Paul also has some ideas on how to prevent military bases in the U.S, from being closed down. “Instead of closing military bases at home and renting space in Europe, I am open to the construction of bases to protect our border.”
As far as I understand this, he wants to move existing military bases to the borders and let those men and women secure the borders. Besides the fact, that this is not exactly their job, the U.S. Border Patrol would soon be out of work. It is more likely, that he wants to use these new bases as deterrence, but it is by no means certain.

He even introduced solutions for more efficient border security.
“My plans include an underground electric fence, with helicopter stations to respond quickly to breaches of the border.”
I am not quite sure what Paul wants to achieve with an underground fence, besides preventing Mexican moles to cross the border beneath the surface. If this is really his opinion, it doesn’t make any sense. What would an underground fence prohibit from entering the United States?
It seems more likely, that he means an overground fence with some kind of motion sensor system, which will be accompanied by those additional helicopters. But this is not what he says.
He obviously needs to clarify these statements as soon as possible.
